During 6-7 September, 2011, the Conference Room of Vila Verde Hotel in Chisinau has hosted the Training Seminar „Decentralization and Local Autonomy Development: Successful European Models for the Republic of Moldova”, within the homonymous project initiated by Business Consulting Institute in R. Moldova. The event was organized by BCI in partnership with the Foundation PAUCI (Poland) and Corporate and Public Management Consulting (Latvia), with the financial support of Soros Foundation Moldova.

Today, July 25, 2011, in Chisinau and Iasi there was simultaneously launched the Project „The Network of IT Cooperation of the Euroregion Siret-Prut-Nistru”. The Association Siret-Prut-Nistru Euroregion (Iasi, Romania) is applicant to this project, while Business Consulting Institute is the partner institution. The launching event was attended by the representatives of rayon councils in the Euroregion and from mass-media. The project aims to strengthen the logistical infrastructure of the Euroregion Siret-Prut-Nistru, in order to develop the capacities of elaboration and implementation of common cross-border projects.

The current structure of the municipal authorities dates from the Soviet period and is significantly bureaucratized. This makes the work of Chisinau administration inefficient and inefficacious. During the mandate of the current mayor Dorin Chirtoaca, who is the Liberal Party’s candidate, there was carried out a functional analysis study on the City Hall and its subdivisions, with the assistance of foreign and national experts. The reform of the municipal administration is based on this study. Regretfully, this reform has not been implemented due to the fact that the parties in the former Chisinau Municipal Council (CMC) did not have enough political will.

On May 31, the experts of Business Consulting Institute and SEDLEX Association have completed the study „Development and Diversification of the Insurance Market in the RM in the context of negotiating the creation of the Deep and Comprehensive Free Trade Area between the Republic of Moldova and the European Union”, financed by the Soros-Moldova Foundation. The study has been carried out in the context of negotiating the Association Agreement between the European Union and the Republic of Moldova and creating the Deep and Comprehensive Free Trade Area, which aim the gradual liberalization of the service market, including the insurance market.

The project having in view the setting of an Industrial Park in Edinet rayon is already bringing foreign investors in Moldova. The German company Dreixler-Maris is to invest 3 million Euros in the IP Edinet, where it will produce electrical wires for Mercedes, Bugatti and BMW automobiles. The investment will have a great economic impact and will offer a job to more than two thousand residents.

On April 29, 2011, at Chisinau there was launched the Report “The Reform of Central Public Administration in R. Moldova: Performance Evaluation of the Implementation”, financially supported by the Good Governance Program of Soros Foundation Moldova. The Report has been elaborated by a group of independent experts, coordinated by Business Consulting Institute. The experts have shown the evolution of the CPA Reform, including its favourable results and failures and made recommendations to guide future activities of CPA reformation.
