Goal: The project aims to promote good governance in the city of Chisinau, especially to improve the quality of city financial management by introducing the performance budgets model based on the experience of selected Polish cities.
Objectives
- Preparing and introducing the performance budget in Chisinau city.
- The creation of Performance Budget Task Force whose members will prepare the first draft of the performance budget for Chisinau.
Results
- Key decision-makers of Chisinau will support the reform of municipal budgeting.
- At least 100 persons (25 councilmen, 25 officials, 25 representatives of municipal companies, 25 representatives of NGOs) will gain basic knowledge on the specificity of performance budgeting.
- 20 specialists from municipal administration and specialized social organizations will obtain deep knowledge on performance budgeting (3 days training).
- 13 representatives of all-sector partners (administration, NGOs, municipal companies, City Council) and 6 decision-makers will study the practice of performance budgeting in Kraków and Bochnia (2 study visits).
- 2 coordinators of the budgetary reform in Chisinau will study the experience of Krakow in the sphere of budgetary reform implementation and gain permanent contacts with Krakow specialists (2-week internships in Municipal Administration of Krakow).
- At least 35 participants of the December’s conference, including municipal authorities, will support further work on implementation of budgetary reform in Chisinau and the conclusions will reach the wide circle of citizens through media.
- During the December 2010 conference, there will be established the Performance Budget Task Force of Chisinau, and it is planned that the Task Force will consist of 15 members representing the municipal administration, NGOs, businessmen and the Budgetary Commission of the City Council.
- Employees of the budgetary units of Chisinau Municipal Administration and Task Force members will be trained until June 2010 under the supervision of Moldavian and Polish experts and will prepare the first draft of a pilot budget for Chisinau based on the principles of task-orientation.
- Moldovan trainers as well as representatives of the Moldovan partner will gain practical and methodological experience during trainings. The experience of these persons will be used for further staff preparation after the project is ended.
- All the participants of the project will become familiar with performance budgets, will study important principles of good governance, especially transparency of public finances, efficiency and rationality of expenditures, social participation in planning, monitoring and evaluation of budgets, striving to reach consensus.
