Goal: To support the government in the realization of the service modernization agenda at the level of central public administration.
Objectives:
- Undertake reviews of the current service delivery system and develop an institutional model of public service delivery in Moldova, covering central, subordinated, deconcentrated and local levels of government and inter-level relationships;
- Complete the registration of all public services delivered by central public administration and their subordinated institutions and selected local governments;
- To propose a re-engineering model and a modernization plan for three public services, in line with the above-proposed multi channel service delivery model;
- Prepare a medium-term plan with practical steps for rolling out the agreed service delivery model;
- In order to ensure sustainability, to provide training for the staff responsible for the promotion and further implementation of the service delivery reform;
- Assist the State Chancellery to review the existing legislation/regulatory basis and prepare necessary legal amendments;
- Assist the State Chancellery in the process of public communication of the service modernization agenda.

- Project implementation reports;

- 3 pilot studies of public service delivery and related re-engineering plans;
- Implementation plan of the reform;
- HR capacity building for several groups;
- Legal advice;

- Daily coaching and capacity building activities for the State Chancellery.
