Goal: The main goal of the project is to create the legal framework for the development of investments in public parking spaces, in order to ensure the necessary parking lots and in the same time to limit the road traffic.
Objective
Studying several possibilities to develop parking spaces in Chisinau on the purpose to find an efficient solution from a technical and economic point of view, taking into consideration aesthetic aspects and the town planning regulations.
Results
1. Elaboration of the pre-feasibility study, which will include:
- The study on the legislation in force in the field and the amendment recommendations, when necessary;
- The study of the demand, including the tax which would be accepted;
- Analysis of several possible locations for the parking lots, conformably to the plan of town planning;
- Defining the areas for the arrangement of parking lots in Chisinau;
- Analysis of several possible parking lots and their capacity;
- Study on the location, development of sketches, which will be possibly introduced in the plan of town planning and in the map for the pricing on areas;
- Study on the ways of organizing and managing parking lots;
- Establishing guidance and control mechanism;
- Study on the aspects related to risk sharing;
- Study on the investing opportunities in order to identify possible financial sources for the implementation of the project: public-private partnership, association etc., as on the juridical terms of association, partnership etc.;
- Study on aspects related to standards and quality of the services in the field;
- Identification of possibilities to attract the means to enforce the security of parking spaces;
- Study on the experience of big cities in Central and Eastern Europe;
- Identification of appropriate planning models based on soil characteristics;
- Drawing up a set of documents necessary for the approval of the solution issued by Chisinau Mayoralty.
2. Elaboration of the feasibility study, which will include:
- The presentation of general data: location, size and juridical status of the land, current situation of the location/locations; general data on the proposed solution; the argument of the project relevance to local development objectives; justifying the need of the public intervention; the investment description; solutions for the security and the fluidity of the road traffic; environmental protection and equal opportunities.
- Technical part of the study.
- Economic part of the study, which will include cost estimates and economic and financial analysis.
- Estimation of the labour force employed by this investment.
