Elaboration of Methodology and Measuring the Impact of One Stop Shops Moldova

 

Implementation period: April 2006 - May 2006

Goal: Stimulate economic development of Moldova and improve economic agents’ ability to operate and compete in local and external markets.    

 

Objectives:

  • To elaborate the Methodology for measuring the impact of existing One Stop Shops in Moldova        
  • Conduct the measuring itself
  • Improve the performance of One Stop Shops and share accumulated experience with other OSS     

 

Results

  • Evaluation of legal competences of public authorities involved in the activity of OSS
  • Evaluation indicators for measuring the expenditures of public authorities and entrepreneurs before and after OSS implementation
  • Performing a survey including all institutions involved in OSS activity and 10% of all beneficiaries of OSS, as well as 10% of the entrepreneurs which have obtained their licenses one year before OSS implementation, in order to establish the impact of OSS on entrepreneurs’ expenditures
  • Recommendations elaborated           
  • Presentation of the Standard document for launching OSS services
  • Organized round table discussions with decision makers from the central and regional government and with experts in the area.
