Goal: To evaluate the situation in the field of local autonomy and fiscal decentralization and to compare it with the experience of the Central and Eastern European countries.
Objectives:
- To analyze the evolution of the fiscal system, inter-budgetary relations and their impact on fiscal decentralization and local governments’ financial autonomy
- To create the framework for a transparent, responsible and efficient approach to the system of local governance based on financial autonomy, fiscal decentralization and community driven development
- To elaborate the strategy and the action plan for the development of financial autonomy and the fiscal decentralization policy, in order to promote local governments’ interests within the legislative and executive bodies of Moldova
- To establish the coalition of main stakeholders to support fiscal decentralization and efficient local governance in Moldova
