Assistance with amendment of Housing Codes regulating private sector housing associations of apartment owners

Goal: To review the existing legislation in the housing sector, provide comparative analysis with the best practice from other CEE countries and identify opportunities for financing refurbishment of multi-storey housing stock, make suggestions on how a support programme could be structured.

Objectives:

• To provide guidance and methodological support for improving housing legislation in Moldova;
• To expand the market of private facilities management to residential buildings;
• To advise the Ministry on the optimal structure of a support programme on rehabilitation of multi-storey apartment buildings, where commercial financing will leverage the minimum direct support provided from national or donor funding.

Results:

• Comparative analyses of Moldovan housing legislation with the legislation of selected EU countries;
• Development of Housing Legislation Amendments, specifically of Condominium Law and subsequently of relevant legal framework;
• Capacity building and promotion (publishing a manual/guide on amendments; organization of a public event; study tour in one of EU countries).
