Twinning partnership for better transport services in Balti



Balti Municipality will have better transport services, thanks to a project launched in April 2013, which will support Balti Trolleybus Company to modernize its vehicle fleet and operation.


The company registered negative financial results during the last years and needs a redefinition of its activity. The most accessible and sustainable solution in this case is to establish a twinning arrangement with a high class transport operator and learn from their experience.       

                    

The twinning partnership was established with Rīgas Satiksme Ltd, trolleybus company in the Latvian capital.  

       

The project is financially supported by the European Bank for Reconstruction and Development and will be managed by Business Consulting Institute and CPM Consulting Latvia.   

 

BCI and CPM will offer consultancy services for the restructuring of the trolleybus company and the achievement of two main objectives: better services and better financial results. A corporate development plan will be established and new management methods will be recommended, which would ensure development and investments.


A new trolleybus fleet will be procured and old trolleybuses will be disposed. Tariffs will be adjusted and collection improved, once the new trolleybuses will be in use. New quality standards will be implemented, like reliability, punctuality, cleanliness and others. Operational and financial performance indicators will be developed and applied by management. The company will go through a personnel downsizing and will further develop its human resources.
