Performance budgeting: Polish practices for local public administration in Moldova




Within the period 9-13 September 2012, Business Consulting Institute and the PAUCI Foundation organize a study visit to Poland, in the framework of the Project “Support for performance budgeting system in Moldovan local self-governments”, funded by the Ministry of Foreign Affairs of Poland through the Polish Aid 2012.


The program addresses local government representatives with responsibilities in finance and financial consultants. This will be a joint-visit, where participants from Moldova – representatives of the Ministry of Finance, local public authorities of Calarasi, Soroca, Orhei and the Transnistrian region, will meet members of the Ukrainian local administration and financial experts - beneficiaries of the Project “Performance budgets in Cherkasy and Vinnitsa - support for good governance and financial transparency of local governments in Ukraine”, financed by the European Commission.


Within this program, they will be acquainted with the budgetary system of the city of Krakow and its experience in performance budgeting, as also with the public transport system and landscape management.


The participants will also visit the Ministry of Finance in Warsaw, where Polish experts will present performance budgets, an element in the reform of public finance, and the decentralization of public finance in Poland. At the Warsaw Municipal Office of Budget Planning, the participants will be acquainted with the experience of Warsaw in performance budgeting.


The project “Support for performance budgeting system in Moldovan local self-governments” will sustain the reform of local finance in Moldova, aiming to introduce performance budgeting in local public administration. The Project is a follow-up of activities carried out by PAUCI and Business Consulting Institute for the adoption of performance budgeting in Moldova and corresponds to the objective of introducing performance budget within the current decentralization reform. The projects implemented in Moldova follow the example and experience of Krakow, the first Polish city which has implemented performance budget, in 1994.
