Climate Change Adaptation Planning Process in Moldova

Implementation period: October 2015 – March 2016

Sponsor: Austrian Development Cooperation, UNDP Moldova

Goal: To integrate climate change adaptation aspects in strategic development documents of district level and provide support in the implementation of performance-based budgeting.   

Objectives:

• To support local public authorities from six pilot districts (two pilot districts per development region) in the integration of climate change adaptation aspects in their local development strategies and action plans;
• Develop adequate financial instruments and mechanisms, according to local development policies/strategies.    

Results:

• Inception report including a detailed action plan;  
• Intermediary report including climate change adaptation actions of local development strategies and action plans, and allocated budget;   
• Local development strategies, strategic development plans and climate change action plans discussed in public debates and approved by the district councils; activity report;
• Revision of financial instruments for formation of current expenditures and budget planning mechanisms, allocations for climate change adaptation measures;  
• 2 PBB programs for climate change adaptation priorities, developed for each district;  
• Report on the public debates and the approval of measures integrated in strategic development plans, action plans and performance-based budgets;
• Final report on performed activities and the developed products.
